Requirements for real estate developers’ websites in Ukraine

In today’s digital environment, a developer’s website is not just a business card of the company, but one of the key tools of communication with potential investors, buyers and state authorities.

Compliance of the website with legislative norms and transparency of the information provided directly affect the reputation of the developer and is regulated by law according to Art. 8 of the Law of Ukraine “On Guaranteeing Rights to Real Estate Objects that will be built in the future” and for non-compliance of the site to these rules may be imposed a fine that ranges from 30,280 UAH to 60,560 UAH. In this article we will consider the requirements for developers’ websites in Ukraine, the basic rules of developing a website for the developer, as well as what documents should contain the developer’s website and how to properly design it.

Here is a list of the main blocks that a website should include:

1. general information about the object

  • Construction identifier.
  • Exact address.
  • Master plan of the settlement (as a file or link).

2. technical characteristics of the house

The site should contain detailed parameters about:

  • Storey, height, type of foundation and walls.
  • Types of engineering systems (heating, ventilation, water supply).
  • The number of apartments, the presence of elevators, parking, landscaping and the like.

3. Information about the builder, developer and manager

This block should contain:

  • Full name of the legal entity, USREOU code.
  • Data of managers and authorized persons.
  • Information on beneficiaries.
  • Contact details.

This is an important requirement to verify the transparency of the developer’s ownership structure.

4. Contractor information

The rules of website development for a construction company also provide for the publication of data on the general contractor, similar to the previous block.

5. Permit Documentation

The site shall have available:

  • Building permit data.
  • Planned delivery date of the facility.
  • Links to official documents in the Unified State Electronic System in the field of construction.

6. Construction progress

According to the regulations, the builder is required to publish:

  • Photo reporting with dates on a monthly basis.
  • Up-to-date schedule of works.

7. Information about properties for sale

Each apartment or non-residential property must be described by:

  • Identifier, number, square footage, purpose.
  • The layout.
  • Foreclosure (or vacant) details.

8. Conditions of Purchase

This block must contain:

  • The price or the method of its determination.
  • Draft contract (purchase and sale, participation in FFS, etc.).
  • Booking conditions.

How to properly design a real estate developer’s website

Adaptability and usability

The site should be adapted for mobile devices, with an intuitive interface. It is worth taking care of navigation, so that the user can easily find the necessary information.

Data security

The website must be secured with an SSL certificate and the personal data of potential customers must be protected in accordance with data protection legislation.

Frequency of updating information

  • All information must be published before the first contract is concluded.
  • Any changes – no later than 10 working days from the date of change.
  • Construction progress photos – monthly by the 15th of the month.

Why a developer’s website must comply with the law

According to current regulations, every developer is obliged to publicly post complete and accurate information about the construction site. This not only increases trust in the brand, but also guarantees the rights of investors. The main source of such requirements are the state standards of transparency and reporting in the real estate sector.

In Ukraine, the requirements for developers’ websites are not prescribed as a separate normative act, but they are regulated by a number of laws and rules that should be taken into account when creating and maintaining such websites:

1.Mandatory Ukrainian-language version of the website

Law of Ukraine “On Language” (Art. 27):

  • From July 16, 2022, all commercial websites must have a full-fledged version in Ukrainian, which is the main language and opens by default.
  • Violation is punishable by a fine of up to UAH 11,900.

2. openness of information about the construction object

Law #5091:

  • Requires disclosure of information about the future facility, including:
    permits;
  • number of apartments sold;
  • connection to utility networks;
  • developer’s rights.

While a website is not a mandatory disclosure channel, its presence is an important factor in transparency and buyer confidence.

3. Protection of personal data

Personal Data Protection Act:

If the website collects user data (applications, feedback forms), it must inform and protect this data.

4.Copyright and advertising

  • Copyrights (for visual content, texts, plans) must be respected.
  • False advertising is prohibited, according to the Law “On Advertising”.

Conclusion

Compliance and openness are the foundation of trust in the real estate market. Creating a transparent, informative and functional website is not just a marketing strategy, but a requirement of the time. By adhering to the above rules of website development for the developer and clearly knowing what documents should contain the developer’s website, companies can significantly increase their competitiveness and earn the trust of customers.
